THE D.C. SPIDER WEB: Chapter Two


The D.C. Spider Web is an investigation into the people at the highest levels of power and influence in Washington D.C.

What began as a look into socialites surrounding James Alefantis evolved into an investigation of the ever-expanding web of connections between all sections of D.C. high society – art, politics, business, philanthropy, Hollywood, and beyond.

In Chapter One we looked at The Folger family and their connections to a child trafficking charity, people at the highest level of influence from politics to business to Hollywood, access to hundreds of millions of dollars, and the Bohemian Grove.


In Chapter Two, we will look at the Maccoby family. We will see how Izette Folger’s (born Maccoby) sister speaks of a CIA upbringing, and has Hollywood ties; how she and her husband, an Army Major in the Defense Threat Reduction Agency, were leading voices on energy in the White House; how her brother was involved in James Alefantis’s lawsuit with David Brock; and how their powerful father has tight connections to a leader of the Frankfurt School, and is strongly-connected to the children’s charity from which 33 children were almost kidnapped in the Laura Silsby case.

Nora Maccoby-Hathaway is Izette Folger’s sister.

Nora Maccoby is a screenwriter. She has written films that have starred Joaquin Phoenix, Ed Harris, Anna Paquin, Michael Peña, Luke Wilson, Jack Black, Scott Caan, Andy Dick, and Brittany Murphy.

Here she is with Oliver Stone at the ‘Snowden’ premiere.


Growing up, she attended the Sidwell Friends School growing up, which is a Quaker school. She talks about having had a CIA upbringing, living in a neighborhood where 80% of residents were CIA operatives.

Here is Nora Maccoby-Hathaway with Saudi royalty and former Saudi Ambassador to the U.S.Prince Turki al-Faisal, and Kuwaiti Ambassador Salem Al-Sabah.

Prince Turki al-Faisal resigned from his position as U.S. Ambassador in newsworthy fashion in 2006-2007 following tumult in the Saudi leadership.

They are at the screening of ‘Journey to Mecca‘, a film about an Islamic scholar’s pilgrimage from Morocco to Mecca in 1325.

She is listed as co-founder of Nature’s Partner, a bipartisan energy literacy initiative (and its sister site Giummara, a produce marketing company located in Los Angeles.) Their website has no mention of her, or any other founders.

Nora Maccoby-Hathaway is a contributor at The Globalist.

The Globalist claims that “anyone with a curiosity to learn about the world around himself or herself is a globalist.”

It has an article comparing President Trump to the Philippines’ President Duterte who has drug-users murdered, and another subtitled: “Is Globalism an inherently anti-American concept? Nothing could be further from the truth.”

The only article of Maccoby-Hathaway’s we could locate was “The U.S. Military and China as Environmental Soul Mates.”

As hinted at above, Nora Maccoby-Hathaway is an energy strategist, and “has spent years working primarily with the U.S. Department of Defense as a Senior Communications Specialist.”

She serves on the Board of the International Fund for China’s Environment (IFCE), a non-profit that “aims to ensure a healthy global environment and continuous economic development, by helping China solve its environmental problems.”

In 2005, after leading a three-week delegation with the IFCE, and with a US-China agreement in place, Nora spoke directly with then-Secretary of Defense Donald Rumsfeld about clean energy projects. Following this, Rumsfeld threw support behind the project with two Defense Science Board Reviews, Energy Security offices in each branch of military, and funding, through the Office of Force Transformation, for The Energy Conversation.

The Energy Conversation is

From 2007 – 2010, Nora served as Senior Communications Specialist for The Energy Conversation, a partnership of 29 government agencies and departments, working together to achieve smart energy policy.

She wrote ‘The Energy Conversation: The First 3 Years’, which is available to download as PDF here. It is a compilation of 31 Conversations from various writers about energy. These conversations include ‘Energy Policy in Light of a New President and Congress’, ‘The Economic Impact of Climate Change,’ and ‘Energy, Security and the Long War of the 21st Century’.

In it, she says that the book would not be possible without the DOD Office of Force Transformation, the DOD Director of Defense Research and Engineering, and the Navy Office of Naval Research.

However, it seems that the Office of Force Transformation, which was said to be funding the Energy Conversation, was disestablished in 2006 (according to Wikipedia, although all source links are dead.) This was the year before Nora Maccoby-Hathaway spent four years as Energy Conversation’s Senior Communications Specialist.

It is unclear who was funding it after 2006. This is made all the more confusing by the fact that there does not seem to be an official website for The Energy Conversation, as is not functional.

This means that our knowledge of which 29 government agencies are involved, to what extent, and to what ends, are unknown.

She is also noted as being on the board of The Energy Consensus, of which no website can be found. One is mentioned in the article below – – however that link is also dead.

In ‘Breaking Through Editorial, Scott Chubb speaks further about the Energy Conversation and, among other things, the “Evolving Alliance Between ‘Tree Huggers’ and the DOD.”

In the article, Chubb writes that “Nora Maccoby played a prominent role in initiating interest in the DOD in dealing with problems related to the strategic importance of energy and the need to develop alternative energy technologies and strategies for using energy by raising these issues in conversations with Donald Rumsfeld.”

Chubb mentions that Saudi Ambassador Turki Al-Faisal was present at the “Green Salon” Energy Talk he attended with Maccoby-Hathaway and Major Hathaway.

Also present were James Woolsey, Bill Clinton‘s former CIA chief.

Chubb sums up the event:

“The “tree huggers” and the DOD not only are beginning to talk to each other, but they are beginning to work together to create a political climate where the problems associated with global warming and our over-reliance on oil and other sources of greenhouse gases will be addressed using more efficient, alternative energy technologies and alternative energy fuels.”

Also mentioned in the article is then-Army Captain Todd Hathaway, who was mentioned as a close friend of Nora Maccoby’s. As we will see below, Hathaway and Maccoby are now married.

Nora Maccoby-Hathaway received credit for President George W. Bush‘s State of the Union line when he declared, “America has a problem. We are addicted to oil.”




Major Hathaway and Nora Maccoby-Hathaway were married, in an Episcopalian-Buddhist ceremony at the highly prestigious Cosmos Club.

In attendence at the wedding were Head of the American Council on Renewable Energy Jodie Roussell, top solar energy strategist Scott Sklar, and CIA chief James Woolsey.


This ceremony at the Cosmos Club was made easier, one would assume, by the fact that Nora’s father Michael Maccoby is a member.

As it mentions on its website’s homepage, The Cosmos Club has had among its members three Presidents, two Vice Presidents, a dozen Supreme Court justices, 36 Nobel Prize winners, 61 Pulitzer Prize winners and 55 recipients of the Presidential Medal of Freedom.

Its members also include Henry Kissinger, Nelson Rockefeller, and Robert McNamara.

Here are Major Hathaway and his wife, Nora Maccoby-Hathaway, at the ‘Journey to Mecca’ screening, mentioned above.

They feature in the 2014 Washington Life Social List, among many other people of note. (P.50)


Major Hathaway is also in the field of energies.

Chubb claims that “Capt. Hathaway has been directly involved with the people who are responsible for bringing the issue (of the strategic importance of energy and the need to develop alternative energy sources and devices) to the attention of the Secretary of Defense and for organizing the “Energy Conversation.”


Hathaway is credited with debunking claims of achieving cold fusion from the Keshe Foundation (KF), who seem like charlatans to us at TGASC.

The same article says that Hathaway is part of the Defense Threat Reduction Agency in Fort Belvoir, a military facility with twice as many workers as the Pentagon.


He has assisted with a non-profit focused on free energy technology and sustainable development, called Panacea-BOCAF.

It is named after Panacea, the goddess of universal remedy, and BOCAF stands for Building Our Children A Future.

On their site there is an article (that seems promotional) on Major Hathaway.


The same article mentions that Nora Maccoby-Hathaway hosted the New Energy Congress. In trying to find information on New Energy Congress, we did locate a PESWiki(Pure Energy Systems) website for it, but no links were helpful (both and were dead) and there was no mention of Maccoby. Another dead end.

Panacea-BOCAF has many links on its own site that are dead or lead nowhere, including to “the results of Major Hathaway’s independent investigation and a lecture given by Todd Hathaway on “Eddie Sines Liquid Nitrogen cooled YBCO coated quartz crystal super conductor alternative free energy generator.”

Here is Max Maccoby with his two sisters.

Max Maccoby is a lawyer at Butzel Long, specializing in such cases as product liability, breach of contract, malpractice and false claims.

Max Maccoby represented James Alefantis and ex-partner David Brock in the bizarre blackmail lawsuit.

This shows a personal connection between Alefantis and all three Maccoby siblings, as well a personal connection between David Brock and both Izette Folger and Max Maccoby.

Max Maccoby is also on the board of Directors for Friends of the Orphans.

Friend of the Orphans has since changed its name to Nuestros Pequeños Hermanos (NPH), which is Spanish for Our Little Brothers and Sisters. (It also goes by Nos Petits Freres et Soeurs (NPFS), which is the French translation.)

NPH is a network of orphanages in Latin America and the Carribean.

It currently houses of 3,700 children in nine countries:

Bolivia, the Dominican Republic, El Salvador, Guatemala, Haiti, Honduras, Mexico, Nicaragua and Peru, with Haiti and the Dominican Republic of particular significance. More on Friends of the Orphans below.

There are some claims that Butzel Long, and the surrounds of its building have some child-sex insinuations. The dissolution of make this more difficult to investigate.


Sandylee Maccoby is the mother of Izette, Nora and Max Maccoby.

She is listed as part of the Maccoby Group. She is a writer and artist.

Beyond that, she was of little interest to this investigation.


Michael Maccoby is Izette, Nora and Max’s father.

Michael Maccoby is an anthropologist and a psychoanalyst, and a globally-recognized expert on leadership.

He was asked to work at the White House around 1960.

Instead he chose to work with Erich Fromm in Mexico.

Erich Fromm is a renowned psychologist, sociologist, philosopher and democratic socialist.

Fromm was central to the Frankfurt School and its Critical Theory, writing books such as Escape from Freedom. The Frankfurt School was known for its strident Cultural Marxism.

Saul Alinsky was the Frankfurt School’s most prominent figure, whose Rules for Radicals was a major component of Hillary Clinton‘s recent campaign and Barack Obama’s presidency.

Hillary Clinton wrote her senior thesis about Alinksy. In fact, Clinton wrote Alinksy directly back in 1971, saying she missed their conversations, revealing a close relationship.

[Maccoby] believed that Fromm had an idea about how to create a world where we could create societies that loved life versus loved death.”

He was also the President of the Harvard Crimson and had the Pentagon Papers in his house.

Michael Maccoby is also a defender of James Alefantis and Comet Ping Pong.

When a neighborhood commissioner brought a video to the public’s attention about James Alefantis’s Comet Ping Pong having late-night sidewalk permissions, Michael Maccoby made a very vocal response in the public hearing on the matter. (Download the “COMET” file from here.)

At 31:30 minutes, Michael Maccoby defends Comet Ping Pong, saying it is “a great benefit to the community.” He stresses having been in the area since 1970 and says he “would personally seek to remove the individuals attempting to stop (James Alefantis).”

Michael Maccoby is one of the central contributors and facilitators of an international non-profit – the same children’s organization that sees his son Max serve on the board – NPH/ Friends of the Orphans.

In fact, Maccoby and Erich Fromm conducted studies on the NPH Organization.

This is the very same orphanage that 33 children were taken from in 2005 in the Laura Silsby case.

This was revealed by Jorge Puello, Laura Silsby’s lawyer in the case.

Jorge Puello himself is wanted by police in at least four countries for charges including the sex trafficking of girls and women and making counterfeit documents.

It has been well-documented also how the Clinton Foundation is tied to Laura Silsby.

And with new investigations suggesting that there may have been CIA operatives in Silsby’s orphanage staff, it brings a new focus on the possibility of CIA activity within or involving the Maccoby family.

In summary, Chapter Two showed us how Izette Folger’s family has links through energy policy the White House, is personal friends with an ex-CIA Chief, has an in-law who is an Army Major in the Defense Threat Reduction Agency, defended both James Alefantis and David Brock in court, has membership to the Cosmos Club, was personal friends with Erich Fromm, and is involved in the leadership of the same International Children’s Charity from whose Haiti Orphanage Laura Silsby stole 33 children.
